    Jamming is an “all or nothing” approach to unauthorized cellular usage that blocks all cellular calling within a geographic area, including legitimate calls such as those by authorized personnel, by private citizens who enter the vicinity, and to 911. The risks of jamming outweigh its benefits.

    In contrast, the Tecore iNAC Managed Access solution to the problem of contraband cell phone usage enables prison systems and other government agencies to selectively process calls through the installation of equipment that processes cell phone identifications and potential calls before reaching the macro cellular networks in the area, and releasing callers to the macro networks according to user policies selectable by prison officials. When applied in a correctional institution, the system provides the ability to prohibit network access for unapproved or unauthorized devices while allowing access to commercial carrier services for those who are approved.

    Using patented technologies and techniques, the system underlays the radio networks of the commercial carriers, and is simple enough to be installed and operated directly by prison officials, or under contract with Tecore, on either a distributed prison-by-prison basis or on a more centralized and coordinated local, state, regional or national basis. The end result is that inmates are not able to use their smuggled cell phones while a prison official standing right next to them can place a call. The solution also enables key regulatory features such as 911 access, location tracking, and lawful call monitoring.

    iNAC is currently in operation at a major correctional facility, and has been proven to effectively trap contraband cell phones while permitting authorized communications and meeting the needs of key stakeholders – correctional institution gains the needed ability to control usage, commercial operators are able to serve valid subscribers, valid subscribers are able to make calls and seek emergency assistance unimpeded, and regulatory requirements are fulfilled.
